August Offer 1940 – History Notes for UPSC

Prior to this offer, INC passed a resolution that it will support British in War if provisional National Government is setup at Centre. In response to this British Government made August Offer.

What British made August Offer?- To get Indian Cooperation in War Efforts from Germany – in fear of Nazi Occupation.
Date of Offer: 8th August 1940

Proposals of August Offer:

  1. Immediate expansion of the Viceroy’s Executive council by increasing the number of Indians.
  2. A representative constitutional making body to be set up after the war.
  3. A war advisory council would be set up consisting representative of British India and the Indian states.
    Response of INC & Indian Freedom Fighters to August Offer -1940
Congress rejected the August offer because there was no suggestion for a National Government.
INC started Civil Disobedience Movement under the leadership of Gandhiji.There was no mass campaign in this movement as Gandhi feared violence may broke out and insisted people to offer Individual Satyagraha.
Nehru said, “Dominion status concept is dead as a door nail.”
The Muslim league rejected the offer on the Ground that Nothing short of Paritition will satisfy it. Its a significant step towards partition of India.
